Venezuela Proposes Plans to Repurpose Notorious Detention Site

(MENAFN) Venezuela’s acting president has unveiled a proposal for an amnesty law that would apply to hundreds of detainees, alongside plans to overhaul the Helicoide detention complex in Caracas, a facility long accused of abusive practices, by converting it into a center focused on sports and social services.

Speaking at a ceremony marking the opening of the new judicial year at the country’s top court, she explained that the proposed amnesty would cover cases dating back to 1999 and extending to the present. She stressed, however, that individuals charged with drug trafficking, murder, corruption, or human rights abuses would not be eligible.

Critics of the initiative have argued that the decision was not a purely independent move by the authorities, but rather the result of external pressure from the United States, according to statements attributed to opposition figures.

Human rights advocates responded cautiously, expressing limited optimism about the proposal while emphasizing that its effectiveness would depend on its scope and implementation. “A general amnesty is welcome as long as its elements and conditions include all of civil society, without discrimination, do not become a cloak of impunity, and contribute to dismantling the repressive apparatus of political persecution,” said Alfredo Romero, head of the group, through US social media company X.

The Helicoide facility has for years been regarded by rights organizations as a powerful symbol of alleged state repression and mistreatment of prisoners.

The announcement comes amid dramatic political developments involving Venezuela’s leadership, including a January military operation in which US forces captured President Nicolas Maduro and his wife and transferred them to New York, where they pleaded not guilty to drug and weapons charges.

Following those events, US President Donald Trump said his administration would “run” Venezuela and its oil assets during a transitional period.
